Cities
Cities are a way to build a community on top of a land claim you already own — a sort of "guild" tied to your claim. A city gives you tools a plain claim doesn't have: named roles with their own permissions, plots you can hand out to members, extra land in the form of outposts, a shared bank, and permanent upgrades that buff everyone standing on your land. Cities can also ally with each other, or declare each other enemies and lock each other out at the border.
Everything runs through /city, and /c works as a shortcut for every one of those commands. /city menu opens the same tools as a GUI if you would rather click than type.
Before you can found anything you need a claim of your own — see Claiming in the Getting Started guide.
Founding a City
Stand inside a claim you personally own and run /city create <name>. If you are not in a claim, or the claim belongs to someone else, the command just answers "Failed to create city".
- Founding a city is free. There is no fee, no deposit and no collateral — the claim itself is the price of entry.
- City names are 3 to 24 characters and cannot contain an apostrophe.
- Name uniqueness is checked case-sensitively, so "Atlas" and "atlas" can both exist as separate cities. (The stricter character rules and the reserved-name list apply to outpost names only, not city names.)
- The claim you are standing in becomes the city's home claim, and the spot you are standing on becomes the city spawn.
- City land is protected from claim expiry, so a city's land will not disappear from inactivity the way an ordinary claim can. Cities are also never auto-deleted for inactivity.
- If the home claim is ever deleted, the whole city is disbanded with it. Deleting an outpost's claim only removes that outpost.
- You cannot hand a city claim to someone else with the normal claim-transfer tool — use /city transfer <player> instead.
TODO: confirm whether a minimum claim size still applies. The old wiki listed 500 blocks; the current city system only checks that you own the claim you are standing in.
TODO: confirm whether anything outside the city system gates /city create (a rank, a playtime requirement, or a separate paid command).
Members and Roles
A brand-new city holds 10 members. Each level of the Members upgrade adds 15 more, up to 70 at Members 4. Once you are at the cap, nobody else can join until you free a slot or buy the upgrade.
- /city invite <player> invites someone. If they had already asked to join, the invite accepts them on the spot.
- /city join <city> joins instantly if you were invited. If you weren't, it files a join request that is announced to the whole city, and anyone with the Invite Members privilege can accept it by inviting you.
- /city deny turns down an invite, or withdraws a join request you sent.
- Everyone joins as a Resident.
- /city leave leaves the city. The Mayor cannot leave — they have to transfer the city first. If the Mayor is the only member, leaving disbands the city (it asks you to confirm).
- /city kick <player> and /city disband both open a confirmation prompt before anything happens.
- You cannot promote or demote anyone whose rank is equal to or higher than your own. Kicking is not rank-checked — it only needs the Evict Members privilege — but the Mayor can never be kicked.
- When someone leaves or is kicked they are stripped out of every plot in the city: removed as a plot member, and any plot they owned becomes unowned and free to reassign.
- /city transfer <player> is Mayor-only, the target must already be a resident, and the outgoing Mayor is demoted to Assistant.
Default Roles
Every city starts with three roles. The founder is the Mayor.
| Role | Rank | Privileges by Default |
|---|---|---|
| Mayor | Top (fixed) | All 26 — Evict Members, Assign Roles, Edit Roles, Rename City, Manage Plots, Assign Plot, Manage Plot Members, Bypass Plot Restrictions, Build/Container/Interact Access, Edit Bio, Edit Greeting, Edit Farewell, Change City Color, Invite Members, Use City Spawn, Set City Spawn, Change Spawn Privacy, Deposit, Withdraw, Level Up City, Manage Relations, Manage Outposts, City Chat, Disband City |
| Assistant | Middle (movable) | 17 — Manage Plots, Assign Plot, Manage Plot Members, Bypass Plot Restrictions, Build/Container/Interact Access, Assign Roles, Edit Greeting, Edit Farewell, Invite Members, Set City Spawn, Change Spawn Privacy, Manage Relations, Deposit, City Chat, Use City Spawn |
| Resident | Bottom (fixed) | 4 — Deposit, City Chat, Interact Access, Use City Spawn |
Note what Residents don't get: Build Access and Container Access. By default a Resident can use doors and buttons around town but cannot place blocks or open chests on city land outside their own plot.
The Mayor is never restricted by plot flags or outpost access levels, and can always warp to every outpost.
Custom Roles
- /city role create <name> makes a new role. It starts with no privileges at all and is inserted at the lowest rank.
- "Mayor", "Assistant" and "Resident" are reserved names and cannot be reused.
- /city role move <role> <up|down> reorders the ranks. Mayor and Resident are pinned in place; everything in between — including the default Assistant — can be moved.
- /city role delete <role> removes a custom role and drops everyone holding it back to Resident. The three default roles can never be deleted.
- /city role edit <role> <privilege> toggles a single privilege on or off; with no privilege named it opens that role's permission overview.
- /city setrole <player> <role> only works if your own rank is strictly higher than both their current role and the role you are handing out — so you can never promote anyone to your own rank or above.
In the Roles screen of /city menu, left-click moves a role up a rank, right-click moves it down, and shift-click opens its permission editor.
TODO: there is no cap on how many custom roles a city can create — confirm whether that is intentional before treating it as unlimited.

Outposts
Outposts are extra claims attached to your city, away from the home claim, each with its own name and warp point.
- A city gets 1 outpost slot for free, plus one more per level of the Outposts upgrade — six outposts at Outposts 5, for seven claims in total counting the home claim.
- /city outpost create <name> turns the claim you are standing in into an outpost. That claim has to be owned by a member of your city and must not already belong to any city.
- Outpost names are 3 to 16 characters with no spaces, and are limited to letters, numbers, hyphens and underscores. The names Administrators, Moderators, Mods, Staff and Server are blocked.
- /city outpost setwarp, /city outpost rename <name> and /city outpost delete all act on the outpost you are standing in, and all need the Manage Outposts privilege. Deleting an outpost removes it from the city but leaves the underlying claim alone.
- /city outpost list shows every outpost with its world and coordinates, and each entry is click-to-warp.
Outpost Access
Outposts do not inherit city-wide trust. Every role starts at NONE on a new outpost and has to be granted a level with /city outpost access <outpost> <role>, which cycles NONE → TELEPORT → INTERACT → CONTAINER → BUILD → back to NONE. Each level includes everything below it.
| Access Level | What It Allows |
|---|---|
| NONE | The default for every role on a new outpost — cannot warp there and cannot interact |
| TELEPORT | Can /city warp to the outpost, and nothing else |
| INTERACT | Teleport, plus doors, buttons and levers |
| CONTAINER | Teleport, interact, plus chests and other containers |
| BUILD | Full access — teleport, interact, containers, and placing and breaking blocks |
/city warp <outpost> needs at least TELEPORT on that outpost. The Mayor always gets in.
Plots
Plots are subdivisions inside a city claim that you can hand out to individual members. Make the subdivision first with the normal claim tools, then stand inside it and run /city plot create <name> (this needs the Manage Plots privilege). Plot names are 1 to 24 characters. /city plot info while standing in a plot tells you its name, owner, member count and flags.
- A plot's owner always has full build, container and interact rights on it.
- Plot members get whatever the plot's three flags allow. Build, container and access all default to on, and are changed with /city plot flag <build|container|access> <true|false>.
- /city plot assign <player> works even on a plot that already has an owner — the previous owner is simply replaced, no unclaiming needed. The target must be a resident of the city.
- Plot owners can rename, unclaim, flag and manage members on their own plot without needing any city privilege.
- The Bypass Plot Restrictions privilege on its own does nothing inside plots — the holder still needs the matching Build, Container or Interact Access privilege for it to grant anything.
- Deleting the underlying subdivision also removes the plot registration.
The City Bank
Every city has a shared bank that pays for upgrades.
- /city deposit <amount> and /city withdraw <amount> take whole numbers, minimum 1.
- By default every role can deposit, but only the Mayor can withdraw. That is just the default role setup — Withdraw from Bank can be given to any role.
- The Treasury screen in /city menu has fixed buttons for 1k / 10k / 100k deposits and withdrawals, plus "deposit all" and "withdraw all" (both ask you to confirm).
- Upgrades are always paid out of the bank, never out of the buyer's own balance.
- Disbanding a city refunds the entire bank balance to the Mayor's personal balance.
There is no tax system. Nothing is ever taken automatically from members' balances — the bank only grows from deposits.
City Upgrades
City upgrades benefit everyone in town and can be a real reason to join an established city.
Upgrades are bought out of the city bank with /city upgrade <name> or from the Upgrades screen in /city menu. Buying needs the Level Up City privilege (Mayor only by default), and a confirmation prompt shows the exact price first. /city upgrades lists all ten with your current level, the cap and the next level's price, plus a click-to-buy button.
Each level is bought separately and each one costs more than the last, so the total to max an upgrade is the sum of every level below it. Levels do not stack multiple effects — a level 2 upgrade simply replaces the level 1 effect with a stronger one. Buying every level of every upgrade costs $692,020,899 all told.
Worth knowing: the crop, spawner, hunger, EXP and smelting boosts apply to anyone standing on your city's land, member or not. Only the Aura buff is members-only.

Vault Size keeps going past level 5: $2,278,125 (6), $3,417,188 (7), $5,125,781 (8), $7,688,672 (9), $11,533,008 (10).

What Maxing Each Upgrade Gets You
| Upgrade | At Max Level | Who Benefits |
|---|---|---|
| Outposts 5 | 7 claims total — the home claim plus 6 outposts | The city |
| Members 4 | 70 members, up from 10 | The city |
| Crop Growth 3 | 45% chance for a crop to advance 3 stages instead of 1 | Every crop on city land, whoever planted it |
| Hunger Drain 3 | 45% chance to cancel each hunger-loss tick | Anyone on city land |
| Vanilla EXP 3 | +45% experience | Anyone on city land |
| Spawner Rate 3 | 60% chance of a bonus mob per spawner activation | Every spawner on city land |
| Smelting Speed 5 | Furnaces cook in half the time | Every furnace on city land |
| Aura Buffs 3 | Speed I, Haste I, Night Vision, Jump Boost, Water Breathing | Your own members, on your own land |
| Vault Size 10 | Nothing yet | — |
| Boosters 5 | 5 booster slots for a separate system | — |
The hunger boost only stops your food bar going down — it never interferes with eating. When a crop or spawner boost fires it puffs a burst of witch-spell particles, so you can see the upgrade working.
Aura Buffs
Aura only affects your own city's members standing on your own city's claims. The effects refresh every 5 seconds and last 7, so they never flicker, and they will never downgrade a stronger effect you already have from another source.
| Level | Effects |
|---|---|
| 1 | Speed I, Haste I |
| 2 | Adds Night Vision |
| 3 | Adds Jump Boost and Water Breathing |
Upgrades With No Effect Yet
Vault Size and Boosters can both be bought, but neither does anything inside the city system as it stands — there is no city vault to open, and booster slots are only counted for a separate system. Between them they are worth over $517 million, so treat them as the last things you buy.
TODO: confirm what the Vault Size upgrade is meant to unlock before recommending anyone buy it.
TODO: confirm what Booster slots do and which system reads them.
City Spawn
A city spawn starts private.
- /city spawn teleports you to your own city spawn (needs the Use City Spawn privilege). /city spawn <city> visits another city if their spawn is public.
- /city setspawn moves the spawn to where you are standing. You have to be inside your own city's land — the home claim or one of your outposts.
- /city privacy toggles public/private, or /city privacy <true|false> sets it outright.
- Mutual allies may teleport to each other's spawn even when it is private. Enemies are refused even when it is public.
If /city setspawn appears to do nothing at all, you were standing outside your own city's land — the rejection message is currently missing on the live server, so a failed attempt is silent.
Name, Colour and Messages
- /city setcolor <colour> takes a hex code as
#RRGGBB,0xRRGGBBor bareRRGGBB, or a Minecraft colour name such asblueordark_red. With no argument it prints a clickable colour picker. A new city is given a colour derived from its name. - /city setbio <text> sets the blurb shown on /city info.
- /city setgreeting <text> and /city setfarewell <text> set what players see when they walk into and out of your land.
- Bios, greetings and farewells are capped at 256 characters and must be plain ASCII — no fancy symbols.
- Walking into a city shows its name in the action bar, above your hotbar, and the greeting in chat. Leaving shows the farewell in chat. Moving between plots inside the same city does not re-trigger them.
City Info and Logs
- /city info with no argument shows the city you are standing in, falling back to your own. With an argument it accepts either a city name or a player name. The panel shows level, bank, outposts used and max, population and max, spawn coordinates (hidden from non-members when the spawn is private), the outpost list, and allies and enemies.
- /city list shows every city with level, outposts, population and founding date, and can be sorted by founding date, name, level, claims, members or money, ascending or descending.
- /city log shows the city's activity log newest first — founding, renames, joins, leaves, kicks, role changes, transfers, deposits, withdrawals, upgrade purchases, outpost and plot changes and relation changes — capped at the last 100 events.
- Chat lists (city list, upgrades, outposts, log) show 10 entries per page; /city help shows 7.
City Level is displayed on /city info and /city list, but nothing raises it — every city sits at level 1 permanently, there is no level-up command, and the figure is purely decorative. Upgrades replaced levels as the way a city progresses.
Inactive cities are never pruned. A city stays on the map until someone disbands it or its home claim is deleted.
Allies and Enemies
A city can hold at most 3 alliances at a time.
- /city ally <city> sends an alliance proposal. The alliance only forms when the other city runs /city ally back at you — it is always mutual.
- /city neutral <city> breaks an alliance, declines an incoming proposal, cancels one you sent, or clears an enemy declaration.
- You cannot propose an alliance while either side has an enemy relation with the other. Clear it with /city neutral first.
- /city enemy <city> is one-sided, needs no acceptance, breaks any existing alliance, and is announced to everyone online on the server.
- /city relations lists your allies, enemies and incoming proposals, with click-to-accept and click-to-decline.
What the relations actually do:
- Enemies cannot enter your land. Members of a city you have declared an enemy are physically pushed back at your borders and cannot walk in at all. Staff bypass this.
- Enemies are barred from your spawn, even if it is public.
- Allies can use your spawn, even if it is private.
- PvP is cancelled between members of the same city and between mutual allies, arrows and other projectiles included.
That PvP protection is switched off in the event and pvparena worlds, so citymates and allies can hit each other there.
There is no war system: there is no /city war command, no way to formally fight over land, and city wars are switched off on the live server.
City Chat
- /citychat toggles your chat into city-only chat, or sends a single city message if you type one after the command. Aliases: /cc, /tc, /cchat.
- /city allychat broadcasts to your city plus every mutually-allied city.
Turning ally chat on takes you out of city chat. Turning city chat on while ally chat is active simply takes priority — switch city chat off again and you are back in ally chat.
